Money laundering? French authorities monitor Binance

  • France is targeting crypto companies. According to information obtained by Bloomberg, the French banking regulator ACPR is currently inspecting dozens of crypto exchanges, including Binance and Coinhouse, for possible violations of money laundering and terrorist financing regulations. The audits are intended to determine which providers will be eligible to receive a European license under the MiCA regulation in the future.
  • According to the report, the inspections began at the end of last year and affect companies registered in France as digital asset providers (“PSANs”). The ACPR is specifically reviewing whether the companies in question have sufficient internal controls and procedures to effectively prevent money laundering.
  • Binance confirmed the ongoing audits, stating in a statement: “Regular inspections are an integral part of the oversight of regulated entities.” The ACPR and Coinhouse declined to comment.
  • If the authorities identify deficiencies, they can impose sanctions or refuse to grant a MiCA license. This license is required to offer crypto services throughout the European Union. All crypto companies registered in France must apply for the relevant authorizations by June 30, 2026.
  • The French Financial Markets Authority (AMF) has so far granted MiCA licenses to only a few providers, including Bitstack, Deblock, GOin, and CACEIS, a subsidiary of the Crédit Agricole Group. The ongoing reviews are considered a test run for the uniform implementation of European crypto regulations.
  • Binance does not currently hold a MiCA license. The company withdrew its application to the German BaFin in July 2023.
  • The Stuttgart Stock Exchange was the first German company to receive a MiCA license. This means that its subsidiary BISON is also regulated in the EU. New customers currently receive a bonus of €20 in Bitcoin.
