Galaxy Digital Expects US Bitcoin Reserve to Form by End of 2025

Galaxy Digital's head of research Alex Thorn said the US could announce the creation of a strategic bitcoin reserve by the end of this year. According to him, the market is currently underestimating the likelihood that the first cryptocurrency will receive the status of a strategic asset in national policy.
In March, President Donald Trump signed an executive order to create a strategic Bitcoin reserve and a U.S. digital asset reserve. However, a full plan has not yet been approved, and the project remains in development. This week, a bill was introduced in Congress that would require the U.S. Treasury Department to prepare a technical report on the possibilities and risks of creating a reserve.

Earlier, the Trump administration’s cryptocurrency official confirmed that the White House remains interested in the strategic reserve. Although it was briefly discussed in a recent digital asset policy report, sources say the project remains relevant.
The industry remains divided on the timing of implementation. Former CoinRoutes CEO Dave Weisburger believes that an official decision will likely not be made until 2026. He emphasized that the administration is “too pragmatic” to rush an announcement until the immediate goals are achieved.
Bitcoin advocates warn of risks for the US if the process drags on. Jan3 founder Samson Mow said in June that Washington risks losing its lead to other countries. If the US does not start buying bitcoin this year, he said, “the risk is that Pakistan will beat us to it.”
The international backdrop is heightening tensions. Several other countries have also announced plans to create a national cryptocurrency reserve. In some of them, authorities are actively moving in this direction, developing relevant regulations.
