Russia may introduce criminal liability for illegal mining.

Nikolai Shulginov, Chairman of the Russian State Duma Committee on Energy, plans to introduce bills to the State Duma increasing fines for violating mining requirements and establishing criminal liability for the theft of electricity during cryptocurrency mining.
These amendments are to the Criminal Code and the Criminal Procedure Code. According to Shulginov, his office is preparing the bills in conjunction with the office of Yuri Chaika, the Presidential Plenipotentiary Envoy to the North Caucasus Federal District.
“We are seeing a rise in illegal mining activity and its adaptation to the bans. Low electricity rates for residents in a number of regions, such as the Irkutsk Region, Khakassia, and the Republic of Tatarstan, and the use of these rates for cryptocurrency mining are leading to the migration of equipment from industrial data centers to basements, attics, garages, and balconies, increasing unmetered consumption and increasing the load on the grid,” the committee head explained the need for the amendments.
He called the situation “requiring decisive action” and said he had sent Deputy Prime Minister Alexander Novak a proposal to exclude garage cooperatives, cellars, and sheds from the category of residential consumers. The MP complained that illegal cryptocurrency miners are increasingly moving into such structures.
The deputy suggested that the government would support legislative initiatives and take measures to strengthen controls over miners and the import of digital coin mining devices into the country.
Earlier, Prosecutor General Alexander Gutsan announced at a meeting of the Coordinating Council of Prosecutors General of the CIS countries that Russia plans to introduce liability for the illegal circulation of digital assets.
