He emphasizes that there is no benefit to the government in completely shutting down the industry, and local restrictions are only possible in the event of a real electricity shortage. He estimates that legal industrial mining is developing into a fully-fledged sector that brings tangible benefits to the state and investors.
Mining expert Pavel Solodkov also believes a ban in Russia is unlikely. He notes that mining is a transparent and understandable activity capable of generating significant revenue for the budget. He argues that Russia, as an energy-rich country, would be one of the last to need to ban mining: the country maintains a significant electricity surplus, and miners often build their own energy infrastructure. He admits that a ban is theoretically possible, but under current conditions, it seems highly unrealistic.
Ultimately, experts agree on one thing: Russian policy is built around regulating and supporting legal industrial mining, rather than banning the industry entirely.
